Jarrod Johnson 35b50fb705 Fix pyghmi behavior on BMC NACK

When BMC sent NACK, pyghmi incorrectly attempted to construct new payload
by concatenating a tuple and str.  Fix by converting the tuple to
str prior to sending.

This is a pure python implementation of IPMI protocol.

ipmictl.py is a sample application to roughly show the most simple approach to
invoking the library.
