Jarrod Johnson 35b50fb705 Fix pyghmi behavior on BMC NACK ...

When BMC sent NACK, pyghmi incorrectly attempted to construct new payload
by concatenating a tuple and str.  Fix by converting the tuple to
str prior to sending.
