Daniel Hilst 5213e5fe8d fix(xcat-dep): mock_chroot_uid ignores a chrootuid set after an include ...

mock_chroot_uid parsed the mock configuration files itself and read each
include() after the file that names it. A chrootuid set after an include
lost to the value in the include, so mockbuild-perl-packages.pl gave the
result directories to a uid mock does not build as.

mock_chroot_uid now asks mock's own loader, mockbuild.config.load_config,
for chrootuid. It fails with a clear message when mock is not installed.
mock_result_dirs takes the configuration and gets the uid from
mock_chroot_uid, so the caller cannot pass a uid from another source.

native/mock-chroot-uid.t returned 1000 instead of 1001 before this change.
