Daniel Hilst 1cc3932308 fix(ipmitool): Update debian packaging for Ubuntu 22.04-26.04 
- Bump debhelper Build-Depends to >= 13, drop autotools-dev
- Update libssl runtime dep to libssl3t64 | libssl3 | libssl1.1
- Remove --with-kerneldir (conflicts with kernel 7.0 headers)
