docs(build): document ppc required-present boot tools + pyodbc distro availability
Reflect the manifest change (arch:all boot tools syslinux-xcat/grub2-xcat/ elilo-xcat/xnba-undi are required-present on ppc64el, single-producer on amd64 via build_one_codename's arch:all skip) and note that pyodbc is not built because Ubuntu (apt) and EL (appstream/EPEL) provide python3-pyodbc. `pyodbc` is intentionally **not** built or listed: modern Ubuntu provides `python3-pyodbc` from apt
