test(xcat-dep): capture a cross-built deb whose binary never runs
Six of the assertions fail against the previous build_deb_in_chroot, which accepted a smoke argument it never acted on: a wrong version, a binary that exits non-zero, and a smoke naming a deb the build never produced all passed.
