Jarrod Johnson 77593758f7 Try setting optional byte in set user acess

Set the user session limit explicitly to lift
any restrictions an implementation may default
to.  Some systems consider this byte mandatory
though the specification says optional

This is a pure python implementation of IPMI protocol.

pyghmicons and pyghmiutil are example scripts to show how one may incorporate
this library into python code
