Jarrod Johnon bc80931e59 Expose sensor description data

Provide a function to enumerate available sensors
without actually reading them.  This paves the way
for management software to selectively query sensors
of interest depending on circumstance.

This is a pure python implementation of IPMI protocol.

pyghmicons and pyghmiutil are example scripts to show how one may incorporate
this library into python code
