Jarrod Johnson aed5452279 Correct sensor offset for byte 5 state values

Code was erroneously adding 7 instead of 8.  Correct this
mistake.

This is a pure python implementation of IPMI protocol.

ipmictl.py is a sample application to roughly show the most simple approach to
invoking the library.
