Jarrod Johnon 7eb6fab348 Implement retrieval of uefi flag in boot devs

While pyghmi supported the setting of the parameter,
it did not support the retrieval for the data.  Remedy
this senseless asymmetry.

This is a pure python implementation of IPMI protocol.

pyghmicons and pyghmiutil are example scripts to show how one may incorporate
this library into python code
