Jarrod Johnson 74f7c4d936 Implement setting IPv4 configuration on target

As a complement to the previous change to read network configuration data, accept configuration
input and submit to the BMC.

This is a pure python implementation of IPMI protocol.

pyghmicons and pyghmiutil are example scripts to show how one may incorporate
this library into python code
