Jarrod Johnson 67e7d84abd Fix missing delay_xmit argument breaking power wait requests

The 'command' variant of raw_command did not recognize the delay_xmit
parameter.  When code was changed to go through self instead of through
session, this facet was missed.  Fix the problem by adding hook to
pass through that information.

This is a pure python implementation of IPMI protocol.

ipmictl.py is a sample application to roughly show the most simple approach to
invoking the library.
