Jarrod Johnson 612c3fb303 Update decode of HDD OEM events for Lenovo

The specification actually only has the lower 5 bits refer to the slot
number.  Mask out the upper three bits to be accurate.

This is a pure python implementation of IPMI protocol.

pyghmicons and pyghmiutil are example scripts to show how one may incorporate
this library into python code
