Jarrod Johnson 5454ab855e Fix unregister_keepalive when no keepalives registered

If no keepalives are registered, return cleanly from an
attempt to unregister rather than raise an exception.

This is a pure python implementation of IPMI protocol.

pyghmicons and pyghmiutil are example scripts to show how one may incorporate
this library into python code
