Jarrod Johnson 3cd40c5f1c Add support for discrete sensors

Previously support was added for 'analog' sensors.  This incorporates
support for 'discrete' sensors.  Those are sensors without a particular
numeric value, but a set of states to assert.

This is a pure python implementation of IPMI protocol.

ipmictl.py is a sample application to roughly show the most simple approach to
invoking the library.
