Jarrod Johnon 3c5c0e2dc2 Implement server side IPMI protocol

Provide framework for a utility to listen and respond to
ipmi protocol messages.  Also provide an example 'fakebmc'
to give a general idea of how to create a ipmi device

This is a pure python implementation of IPMI protocol.

pyghmicons and pyghmiutil are example scripts to show how one may incorporate
this library into python code
