Jarrod Johnson 26f4ad8ec7 Add sensor information from IPMI 2.0 rev 1.1

IPMI 2.0 rev 1.1 adds support for modeling standby power supplies
and OS installation.  Add the appropriate constants.

This is a pure python implementation of IPMI protocol.

ipmictl.py is a sample application to roughly show the most simple approach to
invoking the library.
