Jarrod Johnson 0f8a3fd506 Clean up command.py

Command had a number of awkward style issues stemming from the original
design that was heavy in callbacks.  Clean up those issues.

This is a pure python implementation of IPMI protocol.

ipmictl.py is a sample application to roughly show the most simple approach to
invoking the library.
