Jarrod Johnson f68a8c80bb Implement alternate enclosure scheme ...

Previously, it relied upon the handler successfully
populating 'enclosure.bay'.  It seems that failures can happen
after all, so instead check if it *should* be an enclosure, and
use a more bulletproof indicator of whether the thing *is*
an enclosure.
