Jarrod Johnson 639a7352ad Change to stateful utf8 decoding

Since we are receiving bytes of data, switch to incremental decoder, which
will accomodate partial multi-byte utf-8.  Also simplify by using translate and
skipping the final utf-8 decode attempt, which would be impossible, but use
'replace' in cp437, just in case.
