Liam Young c34f2b2a54 Enable guest restart test on ussuri

As documented in the 20.05 release note the guest restart function
of masakari is currently supported on ussuri+ so enable the test
for bionic-ussuri+

Zaza OpenStack Tests

This is a test library designed to be shared between the OpenStack Charms to improve code-reuse among the various components.

Usage

This example is taken from the pacemaker-remote charm's tests.yaml:
