Samuel Walladge a6a540aebb Pin pyOpenSSL in setup.py

It was pinned in requirements.txt,
but this isn't picked up when installing this via pip.
So, it needs to be pinned in the setup.py install_require list too.

Zaza OpenStack Tests

This is a test library designed to be shared between the OpenStack Charms to improve code-reuse among the various components.

Usage

This example is taken from the pacemaker-remote charm's tests.yaml:
