Felipe Reyes 8e55f588c8 mysql: add check for seeded file in pxc

Verify the seeded file is present with the expected content since it will
be used by *-relation-changed hook to determine if it can process requests
of related units.

Zaza OpenStack Tests

This is a test library designed to be shared between the OpenStack Charms to improve code-reuse among the various components.

Usage

This example is taken from the pacemaker-remote charm's tests.yaml:
