Chris MacNaughton 8c6ee4c758 Add Ceph versions to OS_CODENAMES (#743 )

There are some Ceph charms that do not install the
openstack-release package, so fall through to the
dict to identify which release they are on, and can
fail with a KeyError when not finding a matching
entry for Pacific and Quincy.

Zaza OpenStack Tests

This is a test library designed to be shared between the OpenStack Charms to improve code-reuse among the various components.

Usage

This example is taken from the pacemaker-remote charm's tests.yaml:
