Felipe Reyes 6ae8ae47fe Fix Octavia wait_for_lb_resource() ...

This change drops the use of AssertionError in favor of
LoadBalancerUnexpectedState that was introduced by commit acaeb62 which
stopped retrying on AssertionError.
