Felipe Reyes 6ae8ae47fe Fix Octavia wait_for_lb_resource()

This change drops the use of AssertionError in favor of
LoadBalancerUnexpectedState that was introduced by commit acaeb62 which
stopped retrying on AssertionError.

Zaza OpenStack Tests

This is a test library designed to be shared between the OpenStack Charms to improve code-reuse among the various components.

Usage

This example is taken from the pacemaker-remote charm's tests.yaml:
