Jarrod Johnson e53b62e0cf No longer require elilo 
elilo is now only used in the narrow window of distributions
that had UEFI support but not EFISTUB.

Such a user will already have it installed.  A brand new install
should not be using elilo.

In SLE 15, the tftp server does not provide an xinetd
file since systemd supersedes xinetd.
