Subject: [PATCH] chore(release): bump version to 2.18.2

2.18.1 was already published to the EL yum repos on 2026-07-10
(xCAT-2.18.1-snap202607100105, from master commit f6deff08b, now
tagged 2.18.1 on this branch). A released version number is
immutable, so the next 2.18.x release from this branch is 2.18.2.
