Markus Hilger 73c5b9cebf Comment out the MERGE statement in syncfiles 
It's confusing for users to have this enabled by default.
This should be opt-in as everything else.

Also, check to make sure a syncfiles has actual
work to do before triggering a greenthread and
the client to start polling.
