Markus Hilger dba2af71c7 Match Apache-2.0 license name with SPDX expressions 
For EPEL the official SPDX license expressions have to be used.

CentOS Stream 9 is not backwards compatible enough to run the
same confluent utilities that the other distributions use.

For now, use fedora to build.
