Liam Young a65ef82ef5 Fix code for non-ha keystone saml mellon deploys (#912) 
When deployed in a non-ha setup the keystone ip can fail to be
found due to problems with getting ips of subordinates. Also,
there is duplicate code for finding the keystone ip so put this
in the setup class.

Alex Kavanagh 0af4c93d52 Switch unit.public_address to unit.get_public_address() 
Due to the bug [1] on OpenStack providers, unit.public_address doesn't
actually work reliably.  The fix [2] is only for the async function
unit.get_public_address().  Sadly, zaza relied on unit.public_address
and so it needs this patch for juju 2.9 support on OpenStack providers.

This patch relies on an associated patch in zaza [3]; thus this will
fails its tests until that passes.

Ionut Balutoiu d728458afa Add multi-backend testing for Keystone SAML Mellon 
The new updated tests rely on new testing bundles deployed with
two local IdPs via the Juju charm https://jaas.ai/u/ionutbalutoiu/test-saml-idp.

David Ames 8a47b981b9 Tell horizon to use the "defaul" region 
SAML Mellon tests have been broken on Focal. The handling of the region
selection behaves differently from bionic. Or it may be that bionic
accidentally was working by seeing a string as int 0.

Horizon has a "default" region which returns the keystone URL.

David Ames 4172efd8c6 Explicitly set KSM application name 
After a change to the way application name is set and because
keystone-saml-mellon uses BaseKeystoneTest which sets the application
name to "keystone" which breaks KSM actions.

This change explicitly sets application name to keystone-saml-mellon.
