Update configiba doc for two things: 1. make /etc/modprobe.conf and /etc/sysctl.conf writable for statelite booting. 2. Remind admin to run xdsh node sysctl -p from management node for SLES after admin restart the CN or restart openibd. This is openbid issue, we need this workaround mentioned in IB configuration
